摘要
实施"健康中国"战略是我国现阶段一项重要的制度安排,社区卫生服务是其中一个重要组成部分,然而城市社区卫生服务行政治理模式的发展在政策层面上存在诸多困境而制约其作用的发挥。通过梳理文件回顾社区卫生服务工作起步、构建、改革和深化的过程,探讨各阶段的具体政策困境,从而得出:以政府行政治理为主、其他为辅的模式未能充分发挥社区卫生服务的作用,有必要探寻行政机制、市场机制和社群机制良性作用的协同治理之道,保障良好的政策支持,以期更加有效地促进社区卫生服务发展。
The implementation of"Healthy China"strategy is an important institutional arrangement in China at the present stage,and community health service is an important part of it.However,the development of the administrative governance model of urban community health service has many dilemmas at the policy level,which restricts its functions.By combing the file review of work process of community health service start,construction,reform and the reform deepening,and exploring different stages of the specific policy dilemmas,it is concluded that:the government administration,and other subsidiary modes failed to give full play to the role of community health service.Thus,it is necessary to explore the cooperative governance of the benign effects of administrative mechanism,market mechanism and community mechanism,and ensure good policy support,so as to promote the development of community health services more effectively.
