摘要
退役运动员就业保障政策是我国社会保障体系的重要组成部分。采用文献资料法和逻辑分析法梳理新中国成立以来相关政策文本,认为退役运动员就业保障政策经历了国家包办期(1949—1977年)、协同转型期(1978—2000年)、奥运红利期(2001—2011年)、全面深化期(2012年至今)4个阶段。从政策演进来看,我国退役运动员就业保障政策主体从单一转向多元协同,由政府单一管理趋于社会共同治理;政策内容从简单安置到注重教育、人力资本等智力手段的长期培训;政策主题不断细化,政策执行、评价体系日益完善。指出,未来退役运动员就业保障应继续深化社会协同治理,倡导政府、企业、学校等多方协同参与,并进一步提升退役运动员就业保障政策体系法治化水平。
Employment security policy for retired athletes is an important part of China’s social security system.The methods of literature and logical analysis are adopted to sort out the relevant policy texts since the founding of new China,believing that the employment security policy of retired athletes has gone through four stages:national arrangement period(1949—1977),collaborative transformation period(1978—2000),Olympic dividend period(2001—2011)and comprehensive deepening period(since 2012).From the perspective of policy evolution,the employment security policy subject of retired athletes changes from single to multiple coordination,from single government management to common social governance;the policy content changes from simple placement to long-term training on education,human capital and other intellectual means;the policy theme is constantly refined,and the policy implementation and evaluation system is increasingly perfect.It is pointed out that the future employment security of retired athletes should continue to deepen social collaborative governance,advocate the collaborative participation of the government,enterprises,schools and other parties,and further enhance the legal level of the employment security policy system for retired athletes.
