IT(信息技术)产业作为引领经济创新发展的核心力量之一,推动了新业态、新模式快速涌现,有力支撑了疫情防控、复工复产和产业转型升级。人才是IT产业的核心资产,科技人才资源是西安发展的突出优势,也是追赶超越的潜力所在。IT产业人才服务既包括纵向的IT产业人才的凝聚和成长服务,又包括横向跨界的政、产、学、研、媒、社等多种渠道多维赋能服务。适应科技创新和经济高质量发展的要求,除常规服务和人才保障外,精准有效的社会圈层服务和跨界跨领域赋能,是激发IT产业人才群体增进互联、抱团合作并发挥创新活力的关键因素,是IT产业持续、高速、稳定发展的重要引擎。西部城市需要在研究与实践中快速提升对中高端产业人才的吸引力、留存率,提升对中高端产业人才的社会服务能力、中高端产业人才的成长力和创新力。
As one of the core forces driving economic innovation and development,Information Technology(IT)industry has accelerated the emergence of new business forms and models,and effectively supported pandemic prevention and control,resumption of work and production,and industrial transformation and upgrading.Talent is the core asset of IT industry.Xi’an’s scientifi c and technological talent resources do not only provide the city with the outstanding advantages of development,but also the potential to catch up and surpass its peers.IT human resource services include not only IT human resource aggregation and career development,but also multi-channel services covering fi elds that has the ability of empowerment such as government,industry,university,research,media,and society.To meet the requirements of scientific and technological innovation and high-quality economic development,besides conventional services and talent guarantee,accurate and effective social circle services and transboundary and interdisciplinary empowerment are the key factors to stimulate IT human resource groups to enhance interconnection,group cooperation and give full play to innovation vitality,and are also an important engine for the sustainable,high-speed and stable development of IT industry.Cities in Western China need to rapidly improve the attraction to and retention rate of medium and high-end industrial talents in research and practice,and improve their ability of social service,growth and innovation.
