摘要
高等教育第三方评估是中国特色高等教育评估制度的重要组成部分,目前已经历经萌芽期、成型期和壮大期。我国高等教育第三方评估面临发展困境,即评估机构公信力受疑、评估实践约束力缺乏,评估数据可靠性偏低、评估指标合理性受制,评估范围覆盖面偏窄、评估设项驱动力有偏,评估结果监督力缺位、结果使用成效度偏低。我国高等教育第三方评估在未来需实现创新发展,包括强化三方评估制度供给、筑牢评估实践规范机制,规范信息数据使用方式、建立评估指标监督机制,完善评估市场运营机制、规范评估立项价值取向,健全评估质量保障机制、增强评估效能作用途径。
The third-party evaluation of higher education is an important part of the evaluation system of higher education with Chinese characteristics.The third-party evaluation of higher education in China is faced with the development dilemma,for example,the credibility of evaluation institutions is suspected,the binding force of evaluation practice is weak,the reliability of evaluation data is low,the rationality of evaluation indicators is restricted,the scope and coverage of evaluation is narrow,the driving force of evaluation items is biased,the supervision power of evaluation results is absent,and the effectiveness of using the results is low.The third party evaluation of higher education in China needs to achieve innovative development in the future.We should strengthen the supply of tripartite evaluation systems,establish a standard evaluation practice mechanism,standardize the use of information and data,establish a monitoring mechanism for evaluation indicators,improve the evaluation market operation mechanism,standardize the value orientation of evaluation projects,improve the quality assurance mechanism of evaluation,and enhance the effectiveness of evaluation.
