培训评价组织开展高职教育第三方评价的可能性及可行性研究——基于主体创新的视角 被引量:5

摘要 高职教育第三方评价主体具有独立性、专业性、服务性、公正性等特征,但在实施评价过程中却面临着法律地位模糊,权责不明晰;元评价缺位,准入机制空白;内生动力不足,专业性有待加强等困境。培训评价组织是职业教育新生事物,具有企业法人属性、与高职教育深入的合作力、行业发展的透彻把握力和较强的社会公信力,具备第三方评价主体的特性,能有效解决第三方评价主体面临的困境,加之"1+X"证书制度的深入推进,培训评价组织的功能将不断扩展,其具有成为高职教育第三方评价主体的可能。坚持德技并修,以育人为本作为评价导向;依托职业技能等级证书,重点开展专业评价;借助职业技能等级证书培训,开展双师教师技能认定;基于社会化等级认定,创新技能人才评价方式是培训评价组织开展高职教育第三方评价的可行建议。 The subject of third-party evaluation of higher vocational education has distinct characteristics such as independence,professionalism,service and impartiality.However,in the process of implementation,the legal status is vague,the rights and responsibilities are not clear;the meta-evaluation is absent,the access mechanism is blank;the endogenous motivation is insufficient,and the professionalism needs to be strengthened.Training evaluation organization is a new thing in vocational education.It has following characteristics of corporate legal personality,in-depth cooperation with higher vocational education,thorough grasp of industry development,strong social credibility,and third-party evaluation subjects,which can solve the problems facing by the third-party evaluation subjects.With the implementation of the"1+X"certification system,the functions of training evaluation organizations will continue to expand,thus it may become the subject of third-party evaluation of higher vocational education.It is recommended to improve the feasibility for training evaluation organizations to carry out third-party evaluation of higher vocational education:adhering to the moral and technical training,regarding education as the orientation of evaluation;relying on vocational skill level certificates,focusing on professional evaluation;with the help of vocational skill level certificate training,carrying out double-qualified teacher skill recognition;based on socialized level recognition,innovating skills talent evaluation methods.
