摘要
城乡生态环境是城乡居民赖以生存的基本条件,是生态文明建设战略的重要组成部分。然而,城乡生态环境治理资源分配不均衡等问题长期存在,治理主体、法律制度、治理信息等碎片化问题严重影响城乡生态环境的协调发展,究其原因,主要是日益细化的分工、城乡二元结构差异、信息垄断等因素所导致。基于此,从整体性视角审视,提出治理理念重塑、多元主体协同治理网络构建、法律法规完善与大数据赋能四个方面的完善策略。
Urban and rural ecological environment is the basic condition for urban and rural residents to survive,and it is an important part of the ecological civilization construction strategy.The holistic governance of urban and rural ecological environment is of great significance to realize the integrated development of urban and rural areas.However,the unbalanced distribution of resources for urban and rural ecological environment governance has existed for a long time,and the fragmentation of governance subjects,legal systems,and governance information has seriously affected the coordinated development of urban and rural ecological environment,mainly due to the increasingly detailed division of labor,differences in urban-rural dual structure,and information monopoly.Based on this,from a holistic perspective,we propose four improvement strategies based on the reshaping of governance concepts,the construction of a collaborative governance network of multiple subjects,the improvement of laws and regulations,and the empowerment of big data.
