摘要
政府购买公共服务是改善社会治理结构、满足公众多元化、个性化需求的必要手段,探究政府购买公共服务能否增进农村居民幸福感是建设服务型政府、改善农村公共服务质量、增进人民福祉、推进乡村全面振兴、实现共同富裕的重要举措。本文基于新公共服务理论、马斯洛需求层次理论、期望效应理论、幸福经济学理论,结合对黑龙江省9个地级市1296个农村居民的调查数据,采用多元有序Logistics回归模型探究政府购买公共服务能否增进农村居民幸福感,以为政府变“掌舵人”为“服务者”而提供经验证据。研究结果表明:①政府购买公共服务通过增加农村居民对“服务型”政府的满意度,显著增进了农村居民幸福感;②政府购买公共服务所产生的农村居民幸福感增进效应存在服务类别之间的差异,效应由低到高依次为住房保障服务、医疗卫生服务、公共教育服务、社会管理服务;③在地区差异上,相比于经济发达地区,政府购买公共服务对经济欠发达地区农村居民幸福感的增进效应更大,特别是经济水平较低的区域,农村居民对政府购买公共服务越满意,越能增进其幸福感。因此,提出合理配置公共资源以构建完善的政府购买公共服务体系、加强住房保障服务和医疗卫生服务的精准化推进、兼具公共服务均等化发展等政策建议。
The government’s purchase of public services is a necessary means to improve the social governance structure and meet the diversified and personalized needs of the public.Exploring whether the government’s purchase of public services can enhance the well-being of rural residents is an important measure to build a service-oriented government,improve the quality of rural public services,enhance people’s well-being,promote the all-round revitalization of rural areas and realize common prosperity.Based on the new public service theory,Maslow’s hierarchy of needs theory,expectation effect theory and happiness economics theory,combined with the survey data of 1296 rural residents in 9 prefecture level cities of Heilongjiang Province,this paper uses the multiple ordered logistic regression model to explore whether the government’s purchase of public services can improve the happiness of rural residents,To provide empirical evidence for the government to change the“helmsman”into a“server”.The results show that:①the purchase of public services by the government significantly improves the well-being of rural residents by increasing their satisfaction with the“service-oriented”government;②there are differences among service categories in the promotion effect of rural residents’well-being caused by the government’s purchase of public services.The effects from low to high are housing security services,medical and health services,public education services and social management services;③in terms of regional differences,compared with economically developed areas,the government’s purchase of public services has a greater effect on the well-being of rural residents in economically underdeveloped areas,especially in areas with low economic level.The more satisfied rural residents are with the government’s purchase of public services,the more they can improve their well-being.Therefore,it puts forward policy suggestions such as rational allocation of public resources to build a perfect government
