摘要
村级党组织组织力是组织动员力、政治凝聚力的综合展示。基于时代变化、问题倒逼的新时代村级党组织组织力的提升具有紧迫性和必然性。乡村社会发展变革的“倒逼”、农业农村农民变革的“倒逼”、部分村级党组织软弱涣散的“倒逼”,已是谋划新时代村级党组织组织力提升需要直面回应的现实诉求。在方案设计上,新时代村级党组织组织力提升需要强化领导力、优化组织结构、塑造功能形态、创新运行机制四个基本维度。提升新时代村级党组织组织力,需要在村级党组织的领导下推进乡村社会力量整合、组织整合、治理整合、经济整合,描绘以乡村社会系统性整合推动村级党组织组织力提升的路线图。
The organizational strength of village level Party organizations is a comprehensive display of organizational mobilization and political cohesion.Based on the changes of the times and the forced problems in the new era,the improvement of the organizational strength of village level Party organizations is urgent and inevitable.The“backward force”of rural social development and reform,the“backward force”of the agriculture,rural and farmers’reform,the“backward force”of weak and lax of a part village level Party organizations,which have become a realistic demand that we need face up to and respond to when we plan to improve the organizational strength of village level Party organizations in the new era.In scheme design,the improvement of the organizational power of village level Party organizations in the new era need four basic dimensions of strengthening leadership,optimizing organizational structure,shaping functional form and innovating operating mechanism.To enhance the organizational strength of village level Party organizations in the new era,we need to promote the integration of rural social forces,organizations,governance and economy under the leadership of village level Party organizations,and to draw a road map for the systematic improvement of the organizational strength of village level Party organizations led by the systematic integration of rural society.
