摘要
乡村振兴战略目标的实现,关键在于党的全面领导和提升村级党组织组织力。从结构——功能——组织力的视角来看,农村基层党组织的组织结构、组织功能在与外部环境互动中生成相应的组织力。乡村振兴战略对村级党组织提出了以政治领导力为统领、内部管理力为前提、外部功能力为目标以助推乡村振兴的新要求,然而现实中村级党组织转型滞后于农村经济社会发展,以致其功能难以发挥,在组织力方面更有弱化倾向。在乡村振兴战略背景下,村级党组织应从巩固组织地位、完善人才结构、增强组织功能出发,全面提升其政治领导力、内部管理力和外部功能力,从而为乡村全面振兴提供坚强有力的政治和组织保障。
The key to the realization of the strategic goal of Rural Revitalization lies in the comprehensive leadership of party and the improvement of the organizational strength of village level party organizations.From the perspective of Structure-Function-Organizational power,the organizational structure and function of village level party organizations generate corresponding organizational power in the interaction with the external environment.The Rural Revitalization Strategy puts forward new requirements of village level party organizations to take political leadership as the command,internal management as the premise and external functional ability as the goal to promote rural revitalization.However,in reality,the transformation of village level party organizations lags behind village economic and social development,which leads to the weak function of village level party organizations and tendency of organizational power impairment.Under the background of Rural Revitalization Strategy,village level party organizations should consolidate their organizational status,improve talent structure,enhance their organizational functions,and comprehensively promote their political leadership,internal management and external functional ability,so as to provide strong and powerful political and organizational guarantee for rural comprehensive revitalization.
