摘要
碳中和作为我国现阶段发展的新目标,要求先进制造业兼顾好经济效益和生态发展,这对推动我国先进制造业发展具有重要意义。利用DEA-Malmquist模型对2012—2019年湖南省先进制造业各行业的面板数据进行分析,发现总体上湖南省先进制造业碳解锁效率呈上升趋势,但增长幅度偏低,这表明湖南省先进制造业碳解锁的总体水平仍然是低效率的,先进制造业的“红利”阶段逐步结束。湖南省先进制造业碳解锁全要素生产率总体上稳定提高,增长的主要源泉是技术进步,但技术进步的影响力呈逐步下降趋势。为提高先进制造业碳解锁的效率,进一步缩小行业间差距,湖南省应合理调整先进制造业结构布局,引进新能源,积极响应、配合国家绿色化发展战略,对一些重度污染行业明确制定节能减排的措施,努力开拓经济高质量发展新思路,构建绿色经济型发展模式。
As a new goal of China’s current development stage,carbon neutrality requires the advanced manufacturing industry to give consideration to both economic benefits and ecological development,which is of great significance to promoting the development of China’s advanced manufacturing industry.The DEA-Malmquist model is used to analyze the panel data of the advanced manufacturing industry in Hunan Province from 2012 to 2019.It is found that the carbon unlocking efficiency of the advanced manufacturing industry in Hunan Province shows an upward trend on the whole,but the growth rate is low,indicating that the overall level of carbon unlocking in the advanced manufacturing industry in Hunan Province is still low.The“dividend”phase of advanced manufacturing is gradually coming to an end.The productivity of the advanced manufacturing industry in Hunan Province is generally stable,and the main source of growth is technological progress,whose influence,however,has gradually declined.In order to improve the efficiency of the advanced manufacturing carbon unlocking,and further narrow the gap between industries,Hunan Province should reasonably adjust the advanced manufacturing structure layout,introduce new energy,positively respond to and cooperate with the national green development strategy,and formulate specific measures to conserve energy and reduce emissions in some heavily polluting industries.Efforts should be made to explore new ideas for high-quality economic development and build a green economic development model.
