长江经济带碳解锁效率研究——基于SE-DEA-Malmquist指数 被引量:19

摘要 文章从碳解锁效率角度出发客观评估长江经济带绿色发展绩效,采用非期望超效率模型测算长江经济带11个省市2000—2018年碳解锁效率,结合Malmquist指数模型进行效率分解及动态分析,并借助Tobit面板模型探究碳解锁效率驱动因素。结果显示:整体上,长江经济带碳解锁效率呈现先下降后升高趋势,各省市间的差异性先扩大后缩小并逐步趋于稳定,上中下游省市碳解锁效率差异显著;长江经济带总体碳解锁效率变化指数处于上升阶段,依靠技术进步能够有效提高碳解锁效率水平;地区经济发展、对外开放及城镇化水平与碳解锁效率呈现显著正相关,产业结构和创新水平呈现负向效应。政府应充分考虑长江经济带区域差异性,合理制定碳减排目标和碳减排政策,优化产业结构、推动产业转型升级和提高绿色技术创新水平。 It is particularly necessary to objectively evaluate the green development performance of the Yangtze River Economic Belt from the perspective of carbon unlocking efficiency.In this paper,the undesired super-efficiency model is used to measure the carbon unlocking efficiency of 11 provinces and cities in the Yangtze River Economic Belt from 2000 to2018,combined with the Malmquist index model to carry out decomposition efficiency and dynamic analysis,and Tobit panel model is used to explore the driving factors of carbon unlocking efficiency.The results show that on the whole,the carbon unlocking efficiency of the Yangtze River Economic Belt first declined and then increased.The differences between provinces and cities first expanded,then narrowed and gradually stabilized.The carbon unlocking efficiency of the upper,middle,and lower provinces and cities has significant differences;the change index of the overall carbon unlocking efficiency of the Yangtze River Economic Belt is on the rise,which can be effectively improved by relying on technological progress;there is a significant positive correlation between regional economic development,opening up and urbanization level and carbon unlocking efficiency,and a negative correlation between industrial structure and innovation level.The government should give full consideration to the regional differences of the Yangtze River Economic Belt,formulate reasonable carbon emission reduction targets and policies,optimize the industrial structure,promote industrial transformation and upgrading,and improve the level of green technology innovation.
