摘要
石油供应链的本质要求优先考虑安全和实施风险管理。本文以海上石油运输为例,强调了石油安全生产的重要性,并阐述了正式安全评估(Formal Safety Assessment,FSA)的方法步骤,最大限度控制事故的发生。进一步从海上石油运输的三个重要方面,即港口、油轮和输油管道重点分析了各自的风险来源,为风险来源的重点排查,确保安全生产提供分析思路。
The nature of the oil supply chain demands that safety and risk management be prioritized.Taking offshore oil transportation as an example,this paper emphasizes the importance of oil safety production,and describes the procedures of Formal Safety Assessment(FSA)to control the occurrence of accidents to the maximum extent.Furthermore,this paper analyzes the risk sources from three important aspects of offshore oil transportation,namely,ports,tankers and pipelines,to provide analysis ideas for the key investigation of risk sources and ensure safe production.
