摘要
青岛市作为典型的能源输入型城市,未来面临着巨大的能源、环境压力。影响青岛市能源利用效率的因素主要包括能源消费结构、产业结构、重点用能企业单位产品综合能耗、技术进步、居民的生活方式和节能意识等。从结构节能、重点领域节能和管理节能三个方面对青岛市的节能潜力进行评估,结果表明,青岛市"十二五"期间每年的节能潜力合计约为813.34×104t标煤。其中,产业结构年均节能潜力约46.71×104t标煤,相关工业行业每年最大节能潜力约为494.92×104t标煤,居住建筑和公共建筑每年节能潜力约为70.31×104t标煤,交通领域年节能潜力61.7×104t标煤,居民家用电器年均节能潜力约22.7×104t标煤,农业领域直接节能潜力每年约117×104t标煤。未来青岛市应努力降低煤炭消费比重,提高第三产业比重;加快地方性配套法规和标准建设;进一步完善节能目标责任制,建立和完善省、市、区市三级节能监察体制,强化约束性节能监管;围绕节能产业化方向,加大节能投入,完善节能技术创新体系建设;全面深入地开展节能宣传活动,培养公众低碳节能的生活方式。
Qingdao is a typical city with all energy needs met by external supplies.The city will face enormous pressure on its energy supply and environmental pollution mitigation.The main factors affecting the city′s energy efficiency include the city′s energy mix,industrial structure,average energy consumption per unit product produced by key energy consumers in the city,technical advancement,and residents′ lifestyle and awareness of saving energy.This article evaluates the potential of Qingdao for saving energy in three aspects—saving energy by means of structural adjustment,saving energy in key areas and saving energy by means of optimized management.The evaluation results show that Qingdao′s energy-saving potential during the Twelfth Five Year Plan peirod is about 813.34×10^4t of coal equivalent per year,of which about 46.71×10^4t of coal equivalent is derived from industrial structure adjustment.The maximum energy-saving potential of relevant industrial sectors is about 494.92×10^4t of coal equivalent per year,the energy-saving potential of residential buildings and public buildings is about 70.31×10^4t of coal equivalent per year,that of the traffic sector is 61.7×10^4t of coal equivalent per year,that of electrical household appliances is about 22.7×10^4t of coal equivalent per year and that of the agricultural sector is about 117×10^4t of coal equivalent per year.In the future,Qingdao should strive to lower the share of coal in its energy mix,raise the share of the service industry in its economy,accelerate the development of local supportive regulations and standards,perfect the responsiblity system for achieving energy saving objectives,establish and perfect energy saving monitoring systems at provincial,city and district levels,strengthen binding energy saving regulation,increase investment in energy saving and perfect construction of energy-saving technology innovation systems surrounding the industrialization of energy saving,and launch massive campaigns to promote the public′s awareness of
