摘要
当前中国的群团改革受到了前期历史遗产的深刻影响,呈现出特殊性和复杂性。基于对A市妇联的案例研究,发现群团改革存在着值得关注的内卷化现象。这种内卷化现象的背后可以看到去官僚化改革的动力和官僚制运作的惯性之间的张力,以及决策层的战略部署与执行层的行动策略之间的博弈。由于官僚制运作的“路径依赖”的惯性力量在实际上占据了优势,以及执行层在既有官僚体制内部谋求自我利益最大化的“目标替代”策略在博弈中的当然有利地位,从而导致了内卷化现象的出现。走出群团改革内卷化的困境,需要基于路径创造的逻辑,要求群团组织联合其他治理主体形成改革合力,创新利用并有机整合新的资源优势,主动采取联盟、学习、试验等策略性行动,以渐进式的累积变化带来改革的实质性发展。
Due to the profound impact of history,the mass organization reform in contemporary China is particular and complicated.Based on a case study of the Women’s Federation in A Municipality,it is found that there is an involution phenomenon that deserves attention in the reform of mass organizations.Underlying this involution phenomenon,there exists the tension between the power of de-bureaucratization reform and the inertia of bureaucratic operation,as well as the game between the strategic deployment of the decision makers and the action strategy of the executors.The involution emerges from the fact that the inertial force of“dependence on paths”in the operation of the bureaucracy has an advantage,and the“displacement of goals”strategy of the executors seeking to maximize self-interest within the existing bureaucratic system is naturally in an advantageous position in the game.To overcome the dilemma of involution in the reform of mass organizations,it is necessary to require the mass organizations to join other governance bodies to form a joint force based on the logic of exploration of new paths,to creatively utilize and organically integrate new resource advantages,and to take strategic actions such as alliance,learning and experiment,in hope of leading to a substantive development of reform through gradual and cumulative changes.
