摘要
近三十年来,我国的科技人才体系历经数次重大改革,目前已经形成独特的管理体系及资助机制。随着经济迈向高质量发展阶段,我国对于源头创新的需求与日俱增,对人才培养数量及质量的要求也上升到空前高度。为了进一步推进科技体制改革、优化资源配置、助力源头创新,本文从国际视角出发,以德国科技人才资助体系为研究对象,对其人才类重点项目及相关重要奖项展开资助模式及机制的调研和探讨,在探究德国科技人才资助体系整体定位、方式及布局的基础上,重点关注其人才资助年龄结构划分、资助模式、经费调配及评审特点等方面的具体措施与相关经验。同时,本文面向我国科技人才培养和资助在新时期的需求,归纳德国科技人才资助机制特点及启示,以期为我国科学基金进一步引进和培养人才提供案例支持与经验参考。
Over the past three decades,the S&T talents supporting system in our country has undergone several major reforms,and has now formed a unique management system and funding mechanism.In the context of increasingly fierce global competition in science and technology development,there are more demands and challenges on talents training than ever before.It is imperative to further promote the scientific and technological system reform,optimize resources allocation,and facilitate source innovation.Facing the challenges of S&T talents training and funding in the new era,this paper investigates the German funding system for S&T talents,and summarizes the funding mode and mechanism of its key talent projects and the related important awards.On the basis of exploring the overall aims,methods and layout of the German S&T talents funding system,this paper focuses on the age structure,funding mode,funding allocation and evaluates the characteristics of the German talent funding system,and finally summarizes its talent funding of mechanism and characteristics,thus provides data support and case references for improving S&T talent funding methods of China in the new era.
