摘要
基于2022年验收的贵州省科技计划基础研究项目数据,构建项目绩效评价指标体系,采用层次分析法和熵权法组合计算权重,建立了贵州省科技计划基础研究项目绩效评价模型,并展开实证研究。结果表明:2022年验收的贵州省科技计划基础研究项目执行情况整体良好,但成果产出、项目效益方面各项目之间差异大,整体水平偏低。不同领域的项目资源配置及绩效情况存在明显差异。健康医药领域的资助较高,绩效水平一般;在先进装备制造、新能源汽车、优质烟酒研究上资助较少,绩效水平相对较高。
Based on the data of the basic research projects of Guizhou science and technology plan accepted in 2022,this paper constructs a performance evaluation index system.The weights were calculated using a combination of Analytic Hierarchy Process and Entropy Weight Method.A performance evaluation model for the basic research projects of Guizhou science and technology plan was established,and empirical research was conducted.The results show that the overall execution of the basic research projects of Guizhou science and technology plan accepted in 2022 is good,but there are significant differences between the projects in terms of output and project benefits,and the overall level is relatively low.There are significant differences in project resource allocation and performance in different fields.The funding in the field of health medicine is relatively high,and the performance level is average.The fundings in the field of advanced equipment manufacturing,new energy vehicles,and high-quality tobacco and alcohol research are relatively few and the performance levels are relatively high.
