摘要
建立水资源刚性约束制度,提高水资源集约节约安全利用能力和水平是当前水资源管理的重点工作。文章在总结分析南北方水资源特点的基础上,以江西省为例,提出水资源刚性约束制度下南北水资源差别化管控的几点思考,以期为国家完善水资源配置格局、提高水资源利用效率、增强水资源安全保障能力提供参考。
The key work of current water resources management is to establish a rigid constraint system of water resources and improve the capacity of intensive,economical and safe utilization of water resources.This paper surmises and analyses the characteristics of water resources in north and south China.Taking Jiangxi Province as an example,this paper puts forward some thoughts on differences of water management and control between north and south China under the rigid constraint system of water resources,in order to provide reference for improving the allocation of water resources,enhancing utilization efficiency and strengthening the supporting capability of water resources for national development and security.
