摘要
大数据时代背景下如何提升应急管理能力是基层政府当前面临的新课题。大数据信息技术给基层政府应急管理能力带来机遇的同时也伴随着挑战。大数据信息技术的应用改变了应急管理的理念、手段与方法。然而,基层政府的应急管理能力仍然存在着应急信息管控难度大、海量数据信息整合分析要求高、舆论引导复杂性加剧等问题与挑战。因此,需要从优化应急管理能力的路径着手,通过树立大数据管理理念、完善数据治理法律规范、强化大数据多元协同治理能力、加强大数据应急人才队伍建设、健全突发事件应急处置机制等举措,为我国基层政府应急管理能力的提升拓展新的思路。
How to improve emergency management capabilities in the era of big data is a new topic faced by the grassroots government. Big data information technology brings opportunities and challenges to the emergency management capabilities of grassroots governments. The application of big data information technology has changed the concepts, means and methods of emergency management. However, the emergency management capabilities of grassroots governments still have problems and challenges, such as difficulties of emergency information management and control, high requirements for integration and analysis of massive data and information, and increasing complexity of public opinion guidance, which lead to various degree of constraints to improve emergency management capabilities. Therefore, it is necessary to explore the path to optimize emergency management capabilities by establishing big data management concepts, improving data governance laws and regulations, strengthening the multi-coordinated governance capabilities, strengthening the construction of big data emergency personnel, and improving emergency response mechanisms, so as to expand new ideas for the improvement of emergency management capabilities of grassroots governments in our country.
