摘要
《长江保护法》的颁布,对长江流域生态环境修复具有重要的现实意义。当前长江流域生态环境污染严重、资金投入大、修复过程缓慢,且实践中对谁来修复、如何修复、修复监督及保障皆存疑虑。因此,需对《长江保护法》之“生态环境修复”进行规范解读,厘清修复主体,确定修复方式,加强修复保障,设置修复监督。在未来制度拓展中,明确《长江保护法》的立法价值,加大社会资金引入,创新修复技术,提高修复效率。
The promulgation of the Yangtze River Protection Law has great practical significance for the restoration of ecological environment in the Yangtze River Basin.At present,the ecological environment in the Yangtze River Basin is seriously polluted,the investment is huge,and the restoration process is slow.In practice,there are doubts over the subject,methods,supervision and guarantee of the restoration.Therefore,it is necessary to conduct a standardized interpretation of the ecological environment restoration of the Yangtze River Protection Law,clarify the main body of the restoration,determine the methods,strengthen the guarantee,and ensure the supervision.In the future system expansion,it is critical to clarify the legislative value of the Law,introduce more social fund,innovate restoration technology,and improve restoration efficiency.
