摘要
在中美经贸摩擦不断升级与新冠肺炎疫情的双重冲击下,中国企业在美直接投资遭遇严重的政治壁垒、严苛的安全审查、外资政策收紧的负外部性与恶劣的营商环境,投资风险激增,投资规模锐减。中美应加强双向理解与沟通,加快推动双边投资协定谈判。中国政府应强化外资国家安全法案制度,适时反制;并平衡发展双向FDI,构建国内国际双循环互促新格局。中国企业应熟悉FIRRMA法案,筹划CFIUS程序,积极应对安全审查;并调整全球化投资布局,科技自强,逆势突围,实现海外投资的长远发展。
Shocked by both Sino-US trade frictions and the COVID-19 pandemic,Chinese enterprises’OFDI in the United States has encountered serious political barriers,severe security reviews,negative externali⁃ties of FDI restriction and tough business environment,leading to a surge in investment risks and a sharp drop in OFDI scale.Sino-US mutual understanding and communication should be strengthened and the bilateral investment treaty negotiation should be speed up.The Chinese government should strengthen national securi⁃ty law system of FDI for timely reaction,promote balanced development of both outward FDI and inward FDI to establish a dual circulation development pattern.Chinese enterprises should familiarize with FIRRMA,plan for CFIUS procedures to actively respond to safety reviews for one thing.For another,they should make OFDI layout adjustment and technology self-strength,breaking through to achieve the long-term development of OFDI.
