摘要
当下我国正全面进行城市更新和老旧小区改造,老旧小区改造评估成为紧迫议题。针对“以人民为中心”的“共同缔造”社区建设理念,为建立应对多方参与、多重目标的综合评价体系,研究基于社区影响评估(Community Impact Evaluation,CIE)的结构和步骤,通过分析CIE的建构特点、步骤、测量方法和作用,从理论层面探索了老旧小区改造中,CIE评估模型的识别、建构与评估方法。研究建立的CIE框架可以评估多方参与者利益和多重改造目标达成,期望对综合评估老旧小区改造和城市更新提供新的思路与方法。
The renewal evaluation of old communities has become an urgent issue since the urban regeneration was carried out in China at present.W ith the concept of people-centered and jointly creating in community construction,this study constructs a comprehensive assessing tool responding to the interests of multiple participants and the achievement of multiple objectives based on Community Impact Evaluation(CIE).The advantages,steps,measuring methods of CIE in the evaluation are analyzed,and the composition,procedures,and methods in the construction of CIE in the renewal of old community are theoretically investigated.The CIE framework established in the study can evaluate the interests of multiple participants and the achievement of multiple transformation objectives,which may provide new ideas and methods for the evaluation of old community and urban renewal decision-making.
