摘要
在后脱贫攻坚时代,脱贫农户依然存在内生能力不足的问题。作为脱贫农户最重要、最真诚的关系资本,家庭对脱贫农户的内生能力培育具有直接影响作用。通过调研发现,处于“中心”地位的家庭在提升农户内生能力方面依然能够扮演积极的角色,前提是家庭的支持网络健全、家庭存续着互惠功能、家庭的生计模式完整。而社会工作自始以来就以家庭为服务对象,在整合、调动家庭资源,开展家庭服务方面具有理论优势和实践优势。从家庭支持网络、互惠关系、家计模式三个维度分析社会工作在培养脱贫农户内生能力方面的干预效果发现,重构家户一体性支持网络、型塑家庭现代性互惠关系、再造家庭生计韧性,成为社会工作在农村社区开展脱贫农户内生能力培养的重要路径。基于家庭本位,社会工作有效干预下的脱贫农户主动自愿脱贫、发起互助行动、积极参与乡村事务,乡村治理有效性得以提升。
In the post poverty alleviation era, insufficient endogenous capacity remains a problem to the poverty stricken farmers. As the most important and sincere relational capital, family has a direct influence on the cultivation of this endogenous capacity. Through the investigation, it is found that family remains a positive role in promoting the endogenous capacity of farmers, provided that the family support network is sound, the family maintains the reciprocal function, and the family livelihood mode is complete. Since social work has always been serving families, it has theoretical and practical advantages in integrating and mobilizing family resources and developing family services. From the analysis of the intervention effect of social work from three dimensions: the family support network, relationship of mutual benefit, the family mode, it is found that an important path to cultivate such a capacity is to reconstruct support networks, shape reciprocal family relations and rebuild the household livelihood resilience. Based on the perspective of the family, poverty-stricken farmers with effective intervention of social work will take the initiative to get rid of poverty voluntarily, initiate mutual assistance and actively participate in rural affairs, thus improving the effectiveness of rural governance.
