摘要
促进共同富裕,最艰巨最繁重的任务仍在农村。囿于干预路径依赖和发展经验不足,外源式精准行政理念被套用到农民农村共同富裕实践中,结果遭遇内外联动而“内”不动的窘境,由此倒逼共同富裕实现机制的优化调整。内生发展理论内含全民性参与、组织化协同、整体化改变的特征,将其引入共同富裕议题具有契合性。基于烟台经验,呈现内生发展助力生计拓展、精神充盈和社会成长的经验过程,并以点带面地解析了当前农民农村共同富裕内生发展的总体困境。步入新发展阶段,提出创新党建工作与党群联结机制、切换经营模式与强化集体统筹、认知模式转变与自主组织动员、先进榜样带动与公共文化治理四重路径,以期为共同富裕内生发展提供政治引领、经济动能、社会基础和心态调控。
To promote shared prosperity,the most arduous and onerous task is still in the rural areas.Due to the dependence on intervention approaches and the lack of development experience,the concept of the exogenous precise administration has been copied in the practice of shared prosperity of rural areas and farmers.As a result,it has led to the dilemma of the“internal”immobility in the internal and external linkage,which has in turn forced the adjustment of the mechanism for realizing shared prosperity.The theory of endogenous development contains the characteristics of the participation of all the people,organizational coordination and overall change,which fits well in the project of realizing shared prosperity.The case of Yantai’s experience reveals an empirical process of endogenous development promoting a better livelihood,spiritual satisfaction and social growth,and explains the overall dilemma of endogenous development of shared prosperity of rural areas and farmers.In the new stage of development,the paper puts forward the following four approaches:innovating the Party-building work and the Party-people connection mechanism,changing the management models,improving the collective planning,changing the cognitive model,actively mobilizing organizations,setting up exemplary models and correctly guiding the public culture so as to provide the political guidance,the economic kinetic energy,the social foundation and the psychological control for the endogenous development of shared prosperity.
