摘要
塔纳吉布公路项目是中国电建与阿美石油公司签署的道路升级项目,是中国电建积极响应“一带一路”倡议而进行的合作,由旗下子企业水电八局组织实施。然而由于受到不同国家政治体制、经济文化及施工环境等众多因素的影响,我国企业走出去面临着极大的风险和挑战。为提高海外公路项目的风险评估水平,基于G1法建立了由5个1级指标和16个2级指标构成的海外公路项目风险评价指标体系,并按照相应的判断标度进行计算赋值,建立了海外公路项目风险评价模型。最后对塔纳吉布公路项目进行实例分析,结果表明,塔纳吉布公路项目综合风险为5.7014,属于一般风险,在可控范围内,与水电八局施工的实际情况相符,验证了模型的有效性。
Tanajib Road Project is a road upgrade project signed by PowerChina and Aramco.It is the cooperation of PowerChina in response to the"One Belt and One Road"initiative and is organized and implemented by its subsidiary,Hydro 8 Bureau.However,due to the influence of many factors such as political system,economic culture and construction environment in different countries,Chinese enterprises are facing great risks and challenges in going out.In order to improve the risk assessment level of overseas highway projects,the risk assessment index system of overseas highway projects is established based on G1 method,which consists of 51-level indicators and 162-level indicators.Then the risk assessment model of overseas highway projects is established according to the corresponding judgment scale.Finally,a case study of Tanajib Road Project is carried out.The results show that the comprehensive risk of Tanajib Road Project is 5.7014,which belongs to the general risk and is within the controllable range.It is consistent with the actual situation of the construction of the 8th Hydropower Bureau,which verifies the effectiveness of the model.
