摘要
[研究目的]在各军事大国竞相推进军事智能化的背景下,科学分析美国防部推出的军事人工智能伦理准则,为我国规范人工智能安全合理嵌入军队、推进军事智能化建设和参与人工智能国际安全治理提供基本参考。[研究方法]通过对当前美军人工智能伦理准则领域主要文件等开源情报进行考察分析,并结合在应用过程的相关进展,分析美军提出人工智能伦理准则的动因、内容和特点,并据此提出我国相应的启示和对策。[研究结论]美国防部率先推出军事领域的人工智能伦理准则,既有规范美国军事人工智能发展与应用之目的,也是为了破除阻碍美军运用人工智能的舆论障碍,管控人工智能军事应用可能带来的内外部风险,同时为抢占军事人工智能伦理准则制定的国际主导权,维持美军科技优势和军事霸权、赢得未来战争提早进行战略准备。
[Research purpose] In the context of the competition among military powers to promote military intelligenzation,scientific analysis of the military AI ethical principles introduced by the U.S.Department of Defense(DoD)provides a basic reference for China to regulate the safe and reasonable embedding of AI in the military,promote the construction of military intelligenzation and participation in international security governance of AI.[Research method] By examining and analyzing the current open source intelligence,especially the main documents of the U.S.military AI ethical principles,and combining it with the relevant progress in the application process,this paper analyzes the motives,contents and characteristics of the U.S.military’s proposed AI ethical principles and propose corresponding countermeasures for China accordingly.[Research conclusion] The U.S.DoD has taken the lead in introducing AI ethical principles in the military field,not only to regulate the development and application of AI in the U.S.military,but also to break down the public opinion barriers that prevent the U.S.military from using AI and to control the internal and external risks that may be brought about by the military application of AI.In addition,the U.S.military also wants to seize international dominance in the development of military AI ethical principles,maintain the U.S.military’s technological superiority and military hegemony and to win future wars in early strategic preparations through the introduction of AI ethical principles in the military field.
