摘要
随着新一轮全球科技与产业变革的深入推进,北约在内的各国际行为体均认识到新兴颠覆性技术在未来军事安全领域的重要影响,研究北约科技组织在新兴颠覆性技术领域的前瞻布局,可为国防科技型智库研储前沿技术预判手段及研提适应未来科技变革的国防科技战略提供参考。基于北约科技组织发布的多版科技趋势发展报告,从战略背景、重点领域与未来影响3个维度分析北约科技组织新兴颠覆性技术战略。研究发现,科技趋势发展报告制定基于战略再转型、科技变量突增和技术发展新要求等多重战略考量,其识别并评估出的最具颠覆性的10项技术和6项技术组,将对北约未来新兴颠覆性技术在技术支持、人才储备和军事应用等方面的发展影响巨大。
As the new round of global sci-tech revolution and industrial revolution proceed,international actors including North Atlantic Treaty Organization(NATO)have keenly perceived the significant impact of emerging and disruptive technologies on future military security.Studying the forward-looking layout of Science and Technology Organization(STO)in the field of technology will provide reference and inspiration for defense science and technology think tanks to develop forecasting methods for cutting-edge technologies and to propose defense science and technology strategies adapted to future technological changes.Based on the the reports of science&technology trends released by STO,NATO’s emerging and disruptive technology strategy is analyzed on three dimensions:strategic background,key areas,and future impact.STO’s reports are based on multiple strategic considerations such as strategic realignment,the surge in technological variables,and new requirements for technological development,and they have identified and assessed the ten most disruptive technologies and six technology groups,exerting influence on NATO’s future development of emerging and disruptive technologies in terms of technical.
