摘要
目的探讨三级公立医院绩效考核指标中的医疗质量指标及相关问题。方法利用文献复习和实证研究的经验对相关问题进行探讨。结果(1)三级公立医院绩效考核指标中的医疗质量指标符合国际相关权威机构对医疗质量的定义;(2)三级公立医院绩效考核指标中的医疗质量指标过少,难以全面、系统地评价三级公立医院的医疗质量现状和发展趋势;(3)三级公立医院绩效考核指标中的某些医疗质量指标存在错误。结论医疗质量是三级公立医院绩效考核最重要的维度,应参照国际医疗质量指标体系进行指标完善及数据采集。
Objective To explore the medical quality indicators and related problems in the performance evaluation indicators of tertiary public hospitals.Methods The discussion was based on a literature review and the research experiment.Results(1)The indicators of medical care quality in the“performance appraisal indicators for public tertiary hospitals”kept up with related international authorities on the definition of medical care quality and patient safety.(2)There were just a few indicators of medical care quality in the performance appraisal indicators for public tertiary hospitals,so that the indicators could not appraise medical care quality for the public tertiary hospitals comprehensively.(3)There were some mistakes and error indicators of medical care quality in the performance appraisal indicators for public tertiary hospitals.Conclusion It should redesign the indicators of medical care quality and the data acquisition system in the performance appraisal indicators for public tertiary hospitals.Index implementation and data collection should be conducted according to the International Quality Indicator Project(IQIP).
