本文梳理了我国绿色电力证书体系的现行政策与核发交易现状,重点分析了绿色电力证书体系在"双碳"发展背景下面临的挑战,以及绿色电力证书体系与碳市场机制衔接的意义,探讨绿色电力证书参与碳市场的相关机制设计思路和建议,并针对性地提出将绿色电力证书体系纳入碳市场顶层设计框架等建议.
This paper sorts out the current policies of China's green power certificate system and the status of issuance transactions,focuses on the challenges faced by the green power certificate system under the background of China carbon peaking and carbon neutrality goals,analyzes the green power certificate system and carbon market mechanism,proposes the design ideas and suggestions for the relevant mechanism of the green power certificate to participate in the carbon market,puts forward recommendations such as incorporating the green power certificate system into the top-level design framework of the carbon market,etc.
