摘要
治理现代化具有价值导向、关系规范和技术工具的复合意涵,为思考档案事业高质量发展坚持什么样的思想主张、采取什么样的规制方式、应用什么样的技术手段提供了有益参考。治理现代化语境下档案事业高质量发展的理念、制度和技术交织融合,相互塑造又互为支撑。为了有效破解档案事业高质量发展的现实障碍,需要秉持国家主体性与社会公共性相统一的发展理念,促进“以人民为中心”思想下档案事业高质量发展在国家维度和社会维度的统筹协调;把握档案制度演进的方向和规律,自觉促进档案制度范式转型与效能提升,以制度现代化引领档案事业高质量发展;探索技术赋能和技术赋权双向驱动的档案事业高质量发展路径,推动档案工作与信息技术深度融合,实现技术理性与价值理性、技术效率与社会价值的平衡。
Governance modernization has a complex orientation of value orientation, relationship norms and technical tools, which provides a useful reference for thinking about what kind of ideas to adhere to, what kind of regulation methods to adopt and what kind of technical means to apply in the high-quality development of archives.In the context of governance modernization, the concept, system and technology of high-quality development of archives are intertwined, integrated, shaping and supporting each other.In order to effectively solve the practical obstruction of the high-quality development of archives, we need to uphold the development concept of the unity of national subjectivity and social publicity, and promote the overall planning and coordination of the high-quality development of archives in the national and social dimensions under the thought of “taking the people as the center”;We need to grasp the direction and law of archives system evolution, consciously promote the paradigm transformation and efficiency improvement of archives system, and lead the high-quality development of archives with system modernization;We also need to explore the high-quality development path of archival cause driven by technology empowerment and technology empowerment, promote the deep integration of archival work and information technology, and realize the balance between technical rationality and value rationality, technical efficiency and social value.
