摘要
为了实现《规划》擘画的档案事业发展蓝图,从市、县两级档案局、档案馆贯彻落实《规划》实践出发,提出贯彻落实《规划》须扣紧“复盘”“落子行棋”“入段”“提点”四个环节,协调处理好“规定动作”与“自选动作”、长规划与短安排、行业规划与地方规划、档案局与档案馆四个关系的方法与策略。认为只有扣紧上述四个环节,处理好上述四个关系,才能有效提升占档案事业主体90%以上的基层档案局、档案馆贯彻落实《规划》的能力,实现我国档案事业的高质量发展。
In order to realize the blueprint for the development of the archives industry drawn by the"Planning",starting from the implementation of the"Planning"by the municipal and county archives bureaus and archives,it is proposed that the implementation of the"Planning"must be"revisited"and"laid out".The four links of“chess”,“entering the stage”and“pointing up”shall coordinate and handle the four relations of“prescribed actions”and“optional actions”,long-term planning and short-term planning,industry planning and local planning,and archives and archives.It is believed that only by tightening the above four links and properly handling the above four relationships can the basic archives bureaus and archives,which account for more than 90%of the main body of the archives business,be able to effectively improve the ability to implement the"Plan"and achieve the high-quality development of my country's archives industry.
