摘要
新发展阶段,鼓励国有企业和社会资本参与上海乡村振兴,必须在保障农业功能、农民利益、农村底色的基础上,立足上海“三农”现状,鼓励国有企业和社会资本以高度的责任感和使命感,发挥自身优势,尊重市场规律,对接农村需求,促进人才、资本、技术等资源的有序流动,从产业发展、基础设施、人才培养、促进就业、科技创新等方面助力上海乡村振兴。
In the new development stage,to encourage state-owned enterprises and social capital to participate in the revitalization of Shanghai’s countryside,we must,on the basis of safeguarding the functions of agriculture,the interests of farmers and the color of the countryside,and based on the current situation of Shanghai’s“three rural areas”,encourage state-owned enterprises and social capital to play their own advantages with a high sense of responsibility and mission,respect the laws of the market,dovetail with the needs of rural areas,promote the orderly flow of talents,capital,technology and other resources,and contribute to the revitalization of Shanghai’s countryside in terms of industrial development,infrastructure,talent training,employment promotion and scientific and technological innovation.
