摘要
未来上海大都市周边乡村发展应按照“产业引领、品质提升、载体先行、特色示范、多元投入”的总体思路,以促进城乡生产要素双向自由流动为立足点,以村镇开辟新空间为突破口,以市政基础设施建设为黏合剂,优化“主城区—新城—新市镇—乡村”中的村镇体系,高效补齐乡村基础设施短板,树立城乡融合发展样板,推动形成城乡人口、资源等各方面要素无障碍双向流动、城乡基础设施和公共服务合理布局、城乡风貌相得益彰、城乡文明双向开放的城乡融合新体系。
The future development of villages around Shanghai metropolis should follow the general idea of“industry-led,quality-improvement,carrier first,characteristic demonstration and diversified investment”,take the promotion of the two-way free flow of urban and rural production factors as the foothold,take the opening up of new space in villages and towns as the breakthrough,take the construction of municipal infrastructure as the adhesive,optimize the system of villages and towns in the“main city-new city-new town-countryside”,efficiently make up for the shortcomings of rural infrastructure,set up a model of urban-rural integration development,and promote the formation of a new urban-rural integration system featuring barrier-free two-way flow of urban and rural population and resources,rational layout of urban and rural infrastructure and public services,complementary urban and rural landscapes,and two-way opening of urban and rural civilizations.
