摘要
通过对2011—2020年河南省各级政府发布的761份支持企业创新发展政策文本的梳理,采用政策文本量化分析方法,从政策文本年度频数分布、主体发文数量、类型分布和主题词关联分析等4个方面进行统计和分析。在此基础上,概括了地方政府支持企业创新政策的特征。分析结果表明:地方政府支持企业创新的方式呈现多元化特征,重视基础性支持和市场性支持,并积极发挥制度和市场等机制提升政府支持企业创新发展的政策绩效,具体支持方式上以财政转移和税收补贴为主。据此提出优化政府支持企业创新发展政策绩效的政策建议。
Through sorting out 761 policy texts supporting enterprise innovation and development issued by Henan provincial government from 2011 to 2020,the quantitative analysis method of policy texts was used to make statistics and analysis from four aspects:the annual frequency distribution of policy texts,the number of documents issued by the main body of policy texts,the type distribution of policy texts and the relationship analysis of subject words.On this basis,the characteristics and policy evolution logic of local government's policy to support enterprise innovation was summarized.The results show that the ways of local governments supporting enterprise innovation show diversified characteristics,pay attention to basic support and market support,and actively give full play to institutional and market mechanisms to improve the policy performance of government supporting enterprise innovation and development.The specific support methods are mainly financial transfer and tax subsidies.Accordingly,this paper puts forward policy suggestions to optimize the performance of government policies to support enterprise innovation and development.
