轮岗交流政策对教师专业素质的影响研究 被引量:8

摘要 轮岗交流政策是由教育行政部门主导的,推进义务教育阶段教师在城乡学校之间、优质学校和薄弱学校之间定期或不定期交流任教的政策。自20世纪90年代中期以来,已有大批教师参与交流。然而,学界在该政策对教师专业素质的影响效果上面存在不同意见,这对政策的推进和优化造成了不利影响。通过选取教师专业素质作为政策效果的评估指标,在东中西部6省市开展问卷调查,建立多元线性回归模型,回答政策效果及影响因素问题,研究发现:政策提升了轮岗教师和非轮岗教师的专业素质,轮岗教师个体特征、流出校和流入校的组织、政府统筹均对轮岗教师交流意愿产生影响,且借此影响了政策效果,但上述主体发挥影响的方式和程度有所差异。未来政策应据此分类优化,精准施策。 The policy of rotation exchange is a policy led by the education administrative department to promote the regular or irregular exchange of teachers between urban and rural schools,high-quality schools and weak schools in the stage of compulsory education.Since the mid-1990 s,a large number of teachers have participated in the exchange.However,academia has different opinions on the impact of the policy on teachers’professional quality,which has an adverse impact on the promotion and optimization of the policy.By selecting teachers’professional quality as the evaluation index of policy effect,this study carried out a questionnaire survey in 6 provinces and cities in the East,Central and West,established a multiple linear regression model,and answered the questions of policy effect and influencing factors.It is found that the policy improves the professional quality of teachers in rotation and non rotation.The individual characteristics of rotating teachers,the organization of original schools and rotating schools,and the management of the government all have an impact on the exchange intention of rotating teachers,and thus affect the effect of the policy.However,the ways and degrees of influence of the above subjects are different.Future policies should be classified,optimized and implemented accurately.
