摘要 教师轮岗是推进义务教育资源公平与高质量均衡发展的重要支持机制。基于行动者视角审视教师轮岗,教师轮岗是政策规制下的教师集体行动、理性计算下的教师能动行动、知识共享下的师资配置行动。然而,教师轮岗还存在政策规制下教师轮岗的被动执行、校际教师轮岗的差别化对待,轮岗教师采取权宜策略。建立共享互惠的教师轮岗支持路径,关键在于轮岗政策刚性执行兼顾柔性刺激,加强轮岗教师自身职业认同;以师为本合理选派轮岗教师,校际遵循平等协商的交流轮岗;重视轮岗教师的资源主体性,以促进构建教师轮岗长效发展机制。 The exchange and rotation of teachers in compulsory education is an important sup-porting mechanism to promote the equity of educational resources and balanced development with high quality.Based on the perspective of actors,teacher rotation is a collective action of teachers under policy regulation,an active action of teachers by rational calculation,and an action of teach-er's allocation with knowledge sharing.However,teacher rotation also suffers from passive imple-mentation of teacher's rotation under policy,differential treatment of teacher rotation between schools,and expedient strategies for rotating teachers to participate in rotation.Establishing a shared and mutually beneficial supporting path for teacher's rotation lies in the rigid implementation of ro-tation policies while considering flexible incentives,and strengthening the professional identity of ro-tation teachers themselves;reasonable selection of rotation teachers based on the division,inter-school exchange and rotation with equal consultation;emphasis on the resource subjectivity of rota-tion teachers,and the construction of a long-term development mechanism for teacher's rotation.
