摘要
[目的/意义]为提高我国政府数据开放平台个人隐私保护水平,对政府数据开放中个人隐私保护影响因素进行研究,提出更加完善的保护策略。[方法/过程]通过查阅国内外相关文献和专家调研确定影响政府数据开放中个人隐私保护的17项要素,构建解释结构模型揭示各因素间的逻辑关系,并用交叉影响矩阵相乘法进行验证分析。[结果/结论]政府数据开放中个人隐私保护影响因素的递阶结构模型包含8个层级,可划分为三个层次:表层、中层和深层。基于MICMAC驱动力—依赖度值得出影响个人隐私保护的自治因素群、依赖因素群、独立因素群。两者在影响性质上高度一致,证明构建的ISM解释结构模型具有科学性和合理性,并从法律政策、技术、数据、个人4个方面对政府数据开放中个人隐私保护提出相关建议。
[Purpose/significance]In order to improve the level of personal privacy protection of government data opening platform in China,the influencing factors of personal privacy protection in government data opening are studied,and more perfect protection strategies are proposed.[Method/process]By referring to relevant literature at home and abroad and expert investigation,17 factors affecting personal privacy protection in government data opening were determined,and an explanatory structure model was built to reveal the logical relationship among the factors,and cross-influence matrix multiplication was used for verification and analysis.[Result/conclusion]The hierarchical structure model of influencing factors of personal privacy protection in government data opening includes eight levels,which can be divided into three levels:surface layer,middle layer and deep layer.Based on the MICMAC driving force-dependence matrix,the autonomous factor group,dependent factor group and independent factor group that affect personal privacy protection were obtained.Both of them are highly consistent in the nature of influence,which proves that the constructed ISM explanatory structure model is scientific and reasonable,and puts forward relevant suggestions on personal privacy protection in government data opening from four aspects:policy,technology,data and individual.
