摘要
"环保军令状"是一种具有中国本土实践特色的有效环境治理工具,是在环境治理领域压力型体制下目标责任制的文本载体及其治理效力的体现,具有党政协同、责任—利益连带和高位推动的实践特质。在"环保军令状"具体运作过程中,通过政治动员与目标责任的确定、目标量化与指标体系的形成、指标下移与任务逐级明确以及任务考评与奖惩手段的应用,地方党政组织与工作人员的环保责任得到夯实,从而环境治理成效不断提高。然而,在此过程中部分地方政府存在以减代治与数据造假等的策略性应对,可能导致环境治理陷入困境。对此,需要在柔性化治理、弹性化治理与技术式治理理念指导下,通过充分发挥新兴政策工具效力,提升环保任务制定、分解与考核的弹性,树立技术治理的思维以及促进技术治理的应用,予以纠偏。
“Environmental protection guarantee”is an environmental governance tool with local practice characteristics in China.It is the text carrier of the target responsibility system under the pressurized system in the field of environmental governance and the ultimate embodiment of governance effectiveness.It has the practical characteristics of Party-government coordination,responsibility-benefit linkage and support from higher-lever authorities.In the specific operation process,through political mobilization and the determination of target responsibility,the quantification of goals and the formation of the indicator system,the transfer of targets and the increase of task pressure,as well as task evaluation and the application of rewards and punishments,enormous environmental pressure is released to consolidate the responsibility of the local Party and government organizations and staff of environmental protection,so as to continuously improve the effectiveness of environmental management.However,the high environmental pressure has also led to strategic responses by some local governments in the form of reduction instead of governance and data falsification,leading to environmental governance difficulties.In this regard,under the guidance of the concept of flexible,elastic and technological governance,it is necessary to give full play to the effectiveness of emerging policy tools,improve the flexibility of environmental task formulation,assignment and assessment,establish the thinking of technological governance and promote the application of technological governance to correct the deviation.
