Exploration on Monitoring and Assistance Work Path of Preventing the Reoccurrence of Poverty——Based on the Practices and Discussion of Henan Province

摘要防止返贫动态监测和帮扶工作,是预防和解决返贫问题、实现巩固拓展脱贫攻坚成果与乡村振兴有效衔接的重要举措,也是不发生规模性返贫的关键抓手。在系统梳理精准扶贫、精准脱贫工作机制基础上,比较分析了防止返贫动态监测和帮扶工作与脱贫攻坚期贫困人口识别帮扶、脱贫不稳定户和边缘易致贫户识别帮扶的异同点,并结合河南省防返贫监测帮扶工作实际,探讨性地提出了推进脱贫攻坚与乡村振兴有机衔接,强化完善作风建设,建立健全防返贫群众自治机制,构建防返贫监测预警系统的工作路径。 The dynamic monitoring and assistance work of preventing the reoccurrence of poverty is not only an important measure to prevent and solve the problem of returning to poverty and to consolidate and expand the effective connection between the achievements of poverty alleviation and the rural revitalization,but also a key starting point to prevent a large-scale return to the poverty. Based on systematically summarizing the work mechanism of the targeted poverty alleviation, the similarities and differences were analyzed and compared between the monitoring and assistance work of preventing the return to poverty and the assistance work on the identification of the poverty stricken population, and the unstable farmer households out of poverty and the marginal farmer households easily falling into poverty during the fight against the poverty. Meanwhile, combined with the practice on the monitoring and assistance work of preventing the reoccurrence of poverty in Henan province, some work paths were presented and discussed,such as promoting the organic connection between the poverty alleviation and the rural revitalization,strengthening and improving work style, establishing and improving a self-government mechanism for preventing farmers from returning to poverty, and establishing a monitoring and early-warning system for preventing the return to poverty.
