摘要
当前,部分地方实行由公安机关安康医院承担公安强制隔离戒毒职能,这一举措集中了强制医疗和公安强制隔离戒毒的资源,在实践中形成了新的模式,同时也对强制隔离戒毒制度的改革发展进行了探索和创新,具有一定可行性。但是,由于全国安康医院和公安强制隔离戒毒所布局及发展的不平衡,新模式既有特色也面临着诸多困难,而安康医院原本就有着经费保障不到位、体制编制不顺畅、强制医疗执行不规范等问题。因此,在新模式的基础上,安康医院需从完善法规政策、理顺体制编制、规范职能分工、强化医护服务等方面深化改革,才能更好地承担起公安强制隔离戒毒职能,防止新模式的失败。
At present,the Ankang hospital of the public security organ has implemented the function of compulsory isolation and detoxification by public security in some places.This measure has concentrated resources for compulsory medical treatment and forced isolation and detoxification by public security,forming a new model in practice,and also reforming the compulsory isolation and detoxification system.The development has been explored and innovated,which is feasible.However,due to the imbalance in the layout and development of the national Ankang hospital and the public security compulsory isolation and detoxification center,the new model has both characteristics and problems.The Ankang hospital originally had problems such as insufficient funding guarantees,unsmooth institutional arrangements,and irregular implementation of compulsory medical treatment.Therefore,on the basis of the new model,Ankang hospital needs to deepen reforms in terms of perfecting laws and policies,straightening out the system,standardizing the division of labor,and strengthening medical and nursing services,in order to assume the functions of compulsory isolation and detoxification by public security better and prevent the failure of the new model.
