摘要
在保障宏观经济稳定和金融安全以及对外风险可控前提下促进人民币国际化,是我国抓住机遇快速发展的需要和必要,同时对国际货币体系的完善和发展具有重要意义。金融法治变革应服务于实体经济,我国已经具备人民币国际化的经济基础,“一带一路”倡议、RCEP协定和自由贸易区战略带来了新机遇,在上层建筑方面应抓住主要矛盾,突破人民币国际化的法律障碍。我国应当以汇率制度改革、资本项目开放、金融市场建设作为人民币国际化的法治路径,稳慎推进人民币国际化进程。
Promoting the internationalization of RMB under the premise of ensuring macroeconomic stability and financial security and controlling external risks is the need and necessity for China to seize the opportunity for rapid development.It is also of great significance to the improvement and development of the international monetary system.The reform of the financial rule of law should serve the real economy.China already has the economic foundation for the internationalization of RMB.The“one belt one road”initiative,the RCEP agreement and the free trade zone strategy have brought new opportunities.In terms of superstructure,we should seize the main contradictions and break through the legal obstacles to the internationalization of RMB.China should take the reform of the exchange rate system,the opening of capital accounts,and the construction of financial markets as the legal path for the internationalization of RMB,and promote the internationalization of RMB steadily and prudently.
