摘要
文章利用我国30个省(市)2008—2017年的面板数据构建门槛回归模型,实证检验了我国环境规制与产业结构调整的关系。研究结果表明:(1)环境规制与产业结构调整之间存在技术创新门槛。当技术创新水平较低时,环境规制会抑制产业结构调整,当技术创新水平较高时,环境规制会促进产业结构调整;(2)分区域门槛效果检验证实了环境规制对产业结构的影响具有区域异质性,其作用效果具有东高西低的特征。根据以上结论可知,环境政策的实施要结合技术创新的影响,本着因地制宜的原则实行差异化管理,加快推动创新成果转化,推动产业结构向合理化、高级化的方向发展。
This article uses panel data of 30 provinces(cities) in China from 2008 to 2017 to construct a threshold regression model to empirically test the relationship between China’s environmental regulations and industrial restructuring. Two conclusions have been drawn as follows.First, there is a technological innovation threshold between environmental regulations and industrial restructuring. When technological innovation is lower, environmental regulations will inhibit industrial restructuring;and when technological innovation is higher, environmental regulations will promote industrial restructuring. Second, the sub-regional threshold effect test confirms that the impact of environmental regulations on the industrial structure represents regional heterogeneity, which appears to be higher in the west and lower in the east. The above conclusions mean that the impact of technological innovation shall be taken into account in the implementation of environmental policies and differentiated management shall be carried out based on local conditions. That is the way to accelerate the transformation of innovation results and head for a more rationalized and advanced industrial structure.
