摘要
科技支撑是社会治理的重要手段,养老服务是社会治理的重要领域。对科技支撑养老服务发展有四点基本认识:实现多元养老主体的协同、实现多类养老资源的整合、实现多种养老方式的融合和满足养老的多样化需求。在理论上,科技支撑是新时代我国社会治理理论的发展创新,是促进养老服务体系现代化的重要手段,使养老服务从"碎片化"走向"整体性"治理,有助于促进养老服务体系治理机制的动态均衡。但科技支撑养老服务发展仍面临数据管理能力有待加强、体制机制建设滞后、人财物短缺、专业化服务水平较低、供需匹配能力不足等问题。探讨了科技助力养老服务整体性治理的实现路径,建议要明确数据搜集标准,完善数据共享机制,提高养老服务科技化水平,破解老年人"数字鸿沟"问题。
Science and technology support is an important means of social governance.Elderly care services are an important area of social governance.There are four basic understandings of technology support for the development of elderly care services:to achieve the coordination of multiple elderly care subjects,to achieve the integration of multiple types of elderly care resources,to achieve the integration of multiple elderly care methods,and to meet the diverse needs of elderly care.Theoretically,scientific and technological support is the development and innovation of China’s social governance theory in the new era.Scientific and technological support is an important means to promote the modernization of the elderly care service system,making elderly care services from“fragmentation”to“holistic”governance,and help to promote the dynamic equilibrium of the governance mechanism of the elderly care service system.However,the development of technology-supported elderly care services is still facing problems such as data management capacity to be strengthened,lagging institutional mechanism construction,shortage of people and property,low level of professional services,insufficient matching ability between supply and demand,etc.In the end,the article discusses the path of technology to help the overall governance of elderly care services.It is recommended to clarify data collection standards,improve data sharing mechanisms,improve the technology level of elderly care services,and break the“digital divide”problem for the elderly.
