摘要
运用文献资料等方法,分析乡村振兴战略下乡镇体育治理能力提升的行动逻辑、困境,提出对策。行动逻辑:向上争取体育项目资金的能力、对内整合体育职能的能力、向下协调体育资源的能力。提升困境:体育财力不足,体育公共服务建设被忽略;体育管理机构设置不完善,体育行政人员被挤压;体育服务不够,村民体育话语被压缩。对策:完善乡镇财政制度,发挥体育财政资金杠杆作用;设立乡镇体育机构,扩充基层体育管理专业人才;强化乡镇服务理念,确立村民体育自治主体地位。
By using the method of literature review,this study analyzed the action logic and dilemma of improving sports governance ability of township under the rural revitalization strategy,and put forward countermeasures.The logic of action is to exert the ability to strive for funds of sports projects upward,to integrate sports functions internally and to coordinate sports resources downward.The dilemma in practice include the neglect of sports public service construction due to insufficient sports financial resources,the sports administrative personnel being squeezed due to the imperfect establishment of sports administrative organization,and the insufficient sports services and compressed villagers ’ sports discourse.Countermeasures:We should improve the township financial system to play the leverage role of sports financial funds,establish township sports institutions to expand grassroots sports management professionals,and strengthen the concept of township service to establish the main position of villagers ’ sports autonomy.
