摘要
农村体育是我国体育的重要组成部分,对建设体育强国、实现健康中国、推进乡村振兴和构建体育新发展格局具有重要意义。采用文献资料、专家访谈等方法,对我国农村体育多元主体协同治理理论框架、治理主体结构关系、治理困境、协同治理机制和实现路径进行研究。我国农村体育治理主体由政府单一主体治理逐步发展到多元主体整合协同治理,治理方式由自上而下的非均衡结构治理发展到均衡治理、治理体系和治理能力的现代化。现阶段,我国农村体育治理仍存在治理主体缺位、治理制度缺项、治理资源缺乏等问题,基于多元治理主体诉求偏好,提出协同多层次农村体育治理结构体系、构建多维度农村体育治理评价体系、完善多主体协同农村体育治理机制等治理路径,实现农村体育治理体系和治理能力现代化。
Rural sports is an important part of sports in China,which is of great significance to building a powerful sports country,realizing a healthy China,promoting rural revitalization and building a new development pattern of sports.By using the methods of literature and expert interviews,we studied the theoretical framework,governance subject structure relationship,governance dilemma,collaborative governance mechanism and realization path of multi-subject collaborative governance of rural sports in China.e main body of rural sports governance in China has gradually developed from the government’s single main body governance to the multi-body integration and collaborative governance,and the governance mode has developed from the top-down unbalanced structure governance to the modernization of balanced governance,governance system and governance ability.At this stage,there are still some problems in rural sports governance in China,such as absence of governance subject,absence of governance system and lack of governance resources.Based on the demand preference of multiple governance subjects,we proposes to cooperate with multi-level rural sports governance structure system,build multi-dimensional rural sports governance evaluation system,improve multi-subject cooperative rural sports governance mechanism and other governance approaches,and realize the modernization of rural sports governance system and governance capacity.
