摘要
现阶段,我国农村环境治理在制度建设、机构运行及机制完善等层面仍然存在诸多困囿,可以通过采取对基层环保机构依法赋权、完善基层环保机构设置及人员配置、强化农民环境权益保障机制建设等措施,予以针对化完善,进而强化农村环境治理及农民环境权益保障。
At this stage,Chinese rural environmental governance still has many difficulties in terms of system construction,institutional operation and mechanism improvement.It can be adopted to empower grass-roots environmental protection agencies according to law,improve the establishment and staffing of grass-roots environmental protection agencies,and strengthen the protection mechanism of farmers’environmental rights and interests.Measures such as construction should be targeted and improved to strengthen rural environmental governance and the protection of farmers’environmental rights and interests.
