摘要
2020年初以来新冠肺炎疫情发生并在全球蔓延,中日经济均面临更多不确定性和风险。中日推动第三方市场合作,契合了新时代两国区域经济战略的需求,是中日"化竞争为协调"的新型合作模式,主要采取由政府推动、企业为主体、官民合作、协力推动的机制。中日第三方市场合作将带来中日双方协同效应及东道国经济效应,也有利于优化国际分工格局、推进亚太区域经济一体化发展,即可以取得"1+1+1>3"的叠加效应。鉴于日方尚采取谨慎、保留、渐进的态度,后疫情时代中日第三方市场合作需要在遵守国际经贸规则的基础上,充分发挥双方比较优势,规避相关的政治、经济风险,构筑对三方带来互利共赢效应的合作模式。
Since the outbreak of COVID-19 in early 2020 and its global spread,both the Chinese and Japanese economies have faced more uncertainties and risks.The cooperation between China and Japan in third-party markets meets the needs of the regional economic strategies of the two countries in the new era.It is a new cooperation model of"turning competition into coordination"between China and Japan.It mainly adopts a mechanism that is promoted by the government,played by enterprises and promoted by cooperation between the government and the public.The cooperation between China and Japan in the third-party market will bring about the positive effect of cooperation between China and Japan and the economic effect of the third party.It is also conducive to optimizing the international division of labor and promoting the spillover effect of economic integration in the Asia-Pacific region,that is,the superposition effect of"1+1+1>3"can be achieved.In view of Japan’s cautious,reserved and incremental approach,the cooperation between China and Japan in the third-party market in the post-epidemic era should,on the basis of abiding by international economic and trade rules,give full play to the comparative advantages of the two sides,avoid political and economic risks and build a cooperation model that brings mutual benefits to the three parties.
