摘要
美日在网络及太空等新空域正在展开前所未有的互动。美日在网络空间的合作由关注经济向关注国家安全过渡,表现出起点高、跨机构、机制化、功能明确等鲜明特点。美日太空合作其趋势是合作内容由简单向复杂演化,合作领域由民用向安全深入,合作对象由双边向多边拓展。美日太空合作与网络空间合作相比,表现出起步早、近期提速快等特征。目前,美日网络合作与太空合作出现战略设计、机构协作以及机制推进的同步化。美日欲打造"网络同盟"、"太空同盟",还需要面临战略设计、法律界定、技术合作以及互信确立等方面的挑战。同时,美日在新领域迅疾而富有特色的合作,迫使我们不得不审慎地思考网络与太空安全议题。
The U.S. and Japan are taking unprecedented interaction on cyber and outer space cooperation. Cyber cooperation between the two states is changing from underscoring economy to national security. Its distinct characteristic is high starting point,trans-organization,institutionalization,and clear function. The tendency of outer space cooperation between the two countries is changing from simple to complex,from civil to security,from bilateral to multilateral. Comparing with U.S.-Japan cyber cooperation,the feature of outer space cooperation is early start and speeding up recently. While,U.S.-Japan cooperation on cyber and outer space are synchronizing on strategic design,organization collaboration,and mechanism driving. The two sides should move forward on the way of strategic design,law definition,technical cooperation,and mutual trust establishment if they want to form"cyber alliance"and"outer space alliance". While,we have to think about cyber and outer space security issues very carefully because of the quick and distinctive U.S.-Japan cooperation.
