摘要
加工贸易是我国对外贸易和参与国际经济大循环的重要组成部分,但"两头在外,大进大出"的结构缺陷使其易受外部冲击的影响。面对后疫情时代地缘政治更加复杂、产业链供应链外移和人民币升值等带来的外部冲击,忽略加工贸易自身结构的特点对加工贸易企业所处的宏观和中观环境,不采取普遍联系的分析方法,仅从加工贸易企业自身角度,采取"头痛医头,脚痛医脚"的简单方式是无法帮助企业切实化解危机的。加工贸易企业面对的困境,需要在构建国内循环为主、国内国际双循环相互促进的新发展格局中进行综合治理,即从政府、产业和企业三个层次着手,才能有效地帮助加工贸易企业化危为机,重获生机和活力。
Processing trade is an important part of China’s participation in the international economic cycle and foreign trade, but the structural defect of “two ends outside, big in and big out”makes it vulnerable to external shocks. In the post epidemic era, facing the complex geopolitics, the external impact brought by the outward shift of industrial chain and the appreciation of RMB, ignoring the structural characteristics of processing trade,we do not take the analysis method of universal connection to the macro and meso environment of processing trade enterprises, but from the perspective of processing trade enterprises themselves, it is impossible to help the enterprises to take the simple way of “treat the head when the headaches, treat the foot when the foot hurts”. It is necessary to resolve the crisis. The difficulties faced by processing trade enterprises need to be comprehensively dealt with in the new development pattern of building domestic circulation and promoting domestic and international circulation, that is, starting from the three levels of country, industry and enterprise, in order to effectively help processing trade enterprises turn crisis into opportunity and regain vitality.
