摘要
随着中国迈入高质量发展的新时代,"一带一路"被注入了新的内涵,也面临着巨大的挑战。在总结中国40年改革开放宏观经验的同时,探索城市级整体解决方案模式,本文认为具有更加现实的意义。其基本内涵包括:以规划集成为手段,以产业聚集为动力,以空间承载为载体,以城市经营为前提,把各种要素有机聚集起来,重构了商业生态圈和价值链。这些经验和模式,特别是对于处于工业化和城镇化初期或中期的东南亚国家来说,不仅存在较大需求,且存在落地的可行性。本文建议以分享中国智慧和方案为纽带,以东南亚为重点区域,探索一揽子开发计划,推动"一带一路"向城市级整体解决方案转型升级。
As China enters a new era of high-quality development,the ＂Belt and Road＂has been injected with new connotations and is also facing enormous challenges. While summarizing China＇s 40 years of macroeconomic reform and opening up experience,it is of practical significance to explore a city-level overall solution model： taking planning integration as a means,taking industrial aggregation as a driving force,taking space as a carrier,and taking urban operations as a precondition. The various elements organically gathered and reconstructed the business ecosystem and value chain. These experiences and models,especially for the Southeast Asian countries in the early or middle period of industrialization and urbanization,not only have greater needs,but also have the feasibility of landing. This paper proposes to use the sharing of China＇s wisdom and solutions as a link and Southeast Asia as a key area to explore a package development plan to promote the transformation and upgrading of the ＂Belt and Road＂to the city-level overall solution.
