摘要
西部陆海新通道位于中国西部地区腹地,是服务“一带一路”建设和中国新一轮西部大开发的重要部署。西部陆海新通道北接丝绸之路经济带,南连21世纪海上丝绸之路,协同衔接长江经济带,是贯彻落实中共中央总书记、国家主席习近平对中国广西“三大定位”的重要举措。广西以“通道+枢纽”经济为基础,具有打造西部陆海新通道的基本要素,由于经济基础良好、基础设施完善、物流发展迅速、政策措施支持,加之总体货源结构相对优势和总体货量逐渐增加,有助于发挥广西的竞争优势和独特潜力。为此,要坚持西部陆海新通道的目标定位,重点致力于提高运输服务水平、提升通道供给能力和营造良好发展环境,完善基本方案,强化机制保障。
Located in the hinterland of western China,the new western land-sea corridor serves“The Belt and Road”building and the strategic deployment of a new round of western development.The new western land-sea corridor is connected with the silk road economic belt in the north and the 21st century maritime silk road in the south,and linked with the Yangtze river economic belt in a coordinated way.It is an important measure to implement the"Three Major Positions"of Guangxi by XI Jinping,the general secretary of the CPC central committee and President of China.Based on the“channel+hub”economy,Guangxi has the basic elements of building the new western land-sea corridor.Due to its sound economic foundation,complete infrastructure,rapid development of logistics,support of policy and measures,as well as the comparative advantages of the overall source structure and the gradual increase of the overall volume of goods,Guangxi will play its competitive advantage and unique potential.Therefore,focus on improving the transport service level,enhancing the supply capacity of the corridor and creating a good development environment,we should adhere to the target of the new western land-sea corridor,improve the basic scheme,and strengthen the mechanism guarantee.
